According to the package:

Developed specifically for use under and around the eye area. The ingredients help counteracts shadow, reduce redness, hide dark circles & other imperfections and give skin a more even tone. Long-lasting coverage builds from moderate to full.

Directions: Dot on underneath eyes in a semi-circle starting at innermost corner of eye, stopping just before outer corners. Blend into skin with middle or ring finger, using a light, patting motion.

My Opinion:
This is a product from Taiwan, and I was wondering why it has never occured to me to try this out until I've read the review from Musing of a Muse.

I have this in shade 2 which has a salmony undertone (works great to counter act blue), and this stuff is super creamy, meaning that it'll crease, so don't forget to set it with powder.

This is not a full coverage concealer and if you have super dark circles like mine this won't work, but if you have a light circle, you can build up the coverage, and what I usually do is to warm it up at the back of my hand and pat it under my eyes.
